अस्वस्थ होने के कारण व्यापारी रामकुमार कल्याण बुधवार को कोर्ट में पेश नहीं हो सके।
कोर्ट ने रामकुमार कल्याण को 27 अक्टूबर को कोर्ट में पेश होने के लिए कहा है। हालांकि उनकी पत्नी कोर्ट में पेश हुई है। विदित रहे कि डबल मर्डर मामले में गत दिनों रामकुमार कल्याण ने कोर्ट में आत्मसमर्पण कर दिया था। इसके बाद कोर्ट ने उन्हें 20 अक्टूबर को पेश होने के लिए आदेश दिए थे। सीने में दर्द होने के कारण उन्हें रोहतक पीजीआई भेज दिया गया था। बुधवार को उन्हें न्यायाधीश महेश कुमार की कोर्ट में पेश किया जाना था। जेल अधीक्षक की ओर से एक पत्र कोर्ट में पेश किया गया, जिसमें रामकुमार कल्याण को अस्वस्थ होने के कारण कोर्ट में पेश न होने का कारण बताया गया।

बलराज नगर में मंगलवार देर रात को एक युवक ने प्रवासी मजदूर के घर में घुसकर साढ़े चार वर्षीय बच्ची से दुष्कर्म किया। बच्ची के शोर मचाने पर युवक फरार हो गया। परिजनों ने तुरंत बच्ची को अस्पताल पहुंचाया। जहां डाक्टरों ने मेडिकल में दुष्कर्म की पुष्टिï की है।

साहनी पिछले कई वर्षों से बलराज नगर में किराए के मकान में रह रहा है। उसके चार बच्चे हैं। दोनों अपने बच्चों को घर में छोड़कर मजदूरी
करने गए थे। इसी दौरान पड़ोस में करियाने की दुकान करने वाला मनदीप बच्चों को घर में
अकेले पाकर उसके घर में घुस गया।
मनदीप ने कमरे में खेल रही साढ़े चार वर्षीय मासूम नीतू (काल्पनिक नाम) को बहला फुसला कर पकड़ लिया और उसके साथ जबरन दुष्कर्म किया। बच्ची को रोते देख उसके तीनों भाई-बहनों ने रोना शुरू कर दिया। इसी दौरान लालू साहनी अपनी पत्नी के साथ घर पहुंचा।
दोनों को देख मनदीप मौके से भागने में सफल हो गया।
दोनों ने बेहोशी की हालत में पड़ी बच्ची को संभाला और सिविल अस्पताल भर्ती
कराया गया है जहां बच्ची की हालत काफी गंभीर बनी हुई थी। सूचना पाकर सिविल लाइन चौकी से एएसआई रणबीर सिंह मौके पर पहुंचे और लालू साहनी के बयान पर आरोपी के खिलाफ घर में घुसकर बच्ची से दुष्कर्म का मामला दर्ज किया है।

ज्यों-ज्यों शहर का विकास बढ़ रहा है, आबादी में भी वृद्धि होती जा रही है। पिछले कुछ दशकों में जनसंख्या वृद्धि का आंकड़ा जांचा जाए तो पता चलता है कि दस साल में शहर की आबादी औसतन ५५ प्रतिशत बढ़ गई है। आने वाले दशकों में भी जनसंख्या वृद्धि की यही दर रहेगी। देखते-देखते शहर की जनसंख्या २०२५ में मौजूदा जनसंख्या से दोगुनी हो जाएगी।
जिला नगर योजनाकार का पॉपुलेशन प्रोजेक्शन भी यही कह रहा है। इस प्रोजेक्शन के मुताबिक शहर की मौजूदा जनसंख्या एक लाख ७५ हजार के करीब है और
वर्ष २०२५ में यह तीन लाख 50 हजार हो जाएगी। इस आबादी के अनुपात के हिसाब से शहर को विकास के लिए २९३९ हेक्टेयर
जमीन की जरूरत पड़ेगी। १२० व्यक्ति प्रति हेक्टेयर के हिसाब से शहर बसाने की
योजना है।

डीटीपी प्रोजेक्शन के अनुसार १९८१-९१ के दौरान शहर की जनसंख्या में २१.८५ प्रतिशत वृद्धि हुई। वर्ष १९८९ पहले कैथल-कुरुक्षेत्र जिले का एक सब डिवीजन मात्र था। वर्ष १९८९ में कैथल को अलग जिला घोषित कर दिया। इसके बाद शहर ने बेतहाशा वृद्धि की। यह वृद्धि सिर्फ जन्म दर से नहीं बल्कि बाहर से आकर यहां बसने वाले लोगों के कारण भी मानी जाती है। वर्ष १९९१-२००१ के दशक में ६५ प्रतिशत की वृद्धि हुई। यह प्रशासनिक ढांचा स्थापित होने, शूगर मिल लग जाने, आसपास के गांवों से लोगों के यहां आकर रहने, नौकरी के अवसर उपलब्ध होने और हुडा के सेक्टर कटने के
कारण हुआ।
जमीन की जरूरत

आरकेएसडी कालेज में चल रही खंडस्तरीय प्रतियोगिता में खो-खो, कबड्डïी रस्सा-कशी के मुकाबले हुए। खंड खेल सचिव रघुबीर सिंह ने बताया कि राजकीय प्राथमिक पाठशाला क्योड़क की टीम प्रथम, जगदीशपुरा की टीम दूसरे स्थान पर रही। खो-खो लड़कों में खुराना प्रथम और कुलतारण दूसरे, खो-खो लड़कियों में जगदीशपुरा प्रथम और कुलतारण दूसरे, रस्सा-कशी लड़कों में जगदीशपुरा प्रथम और क्योड़क दूसरे, रस्सा-कशी लड़कियों में कुलतारन प्रथम और जगदीशपुरा दूसरे, कुश्ती के २० किलोग्राम भार वर्ग में रवि कुलतारण प्रथम, २२ किलोग्राम भार वर्ग में सुनील, २४ किलोग्राम भार वर्ग में गुरदयाल क्योड़क, २६ किलोग्राम भार वर्ग में राहुल कुलतारण, २८ किलोग्राम भार वर्ग में दीपक सेगा, ३० किलोग्राम भार वर्ग में रवि क्योड़क, ३४ किलोग्राम भार वर्ग में रिंकू क्योड़क प्रथम रहा। प्रतियोगिता को सफल बनाने में सुरेश शर्मा, पवन कुमार, राकेश कुमार और बलजीत गोपेरा आदि ने विशेष सहयोग दिया।
ओलंपिक मशाल का भव्य स्वागत

२२ अक्टूबर से फरीदाबाद में होने वाले हरियाणा ओलंपिक खेलों की मशाल मंगलवार को कैथल पहुंची। यहां जिला प्रशासन की तरफ से एडीसी बीबी कौशिक और राष्टï्रीय-अंतरराष्टï्रीय खिलाडिय़ों ने मशाल का स्वागत किया। करीब दो घंटे तक मशाल कैथल में रही। कोयल कांप्लेक्स में मशाल के स्वागत में कार्यक्रम आयोजित किया गया था। नेशनल बॉक्सर विक्रम ढुल मशाल को लेकर दौड़े और उनके साथ अन्य खिलाड़ी व कोच भी थे।
एडीसी बीबी कौशिक ने कहा कि कॉमनवेल्थ में हरियाणा के खिलाडिय़ों ने परचम लहराया और अब हमारे अपने प्रदेश के ओलंपिक होने जा रहे हैं। खेलों में जिस तरह प्रदेश के खिलाड़ी छा रहे हैं, आने वाली पीढिय़ों का इस ओर रूझान बढ़ेगा। उन्होंने कहा कि खेलों से न सिर्फ व्यक्तित्व का विकास होता है, बल्कि दो देशों में निकटता का भी जरिया खेल बखूबी बन सकते हैं। उन्होंने कहा कि प्रदेश की धरा में वो ताकत है जो हर क्षेत्र में मिली चुनौती को स्वीकार करते हुए जीत हासिल करने का जज्बा रखती है। कैथल की ममता सौदा ने एवरेस्ट चोटी पर विजय पताका फहराकर इतिहास में नया अध्याय जोडऩे का काम किया है। इसी प्रकार प्रदेश का हर खिलाड़ी प्रेरणा और अनुकरण के नए अध्याय जोडऩे की क्षमता और दक्षता रखता है। जरूरत भी इस बात की है कि जज्बे का कार्यरूप में परिणत करने के लिए मार्गदर्शन मिले।

एडीसी बीबी कौशिक ने कहा कि कॉमनवेल्थ में हरियाणा के खिलाडिय़ों ने परचम लहराया और अब हमारे अपने प्रदेश के ओलंपिक होने जा रहे हैं। खेलों में जिस तरह प्रदेश के खिलाड़ी छा रहे हैं, आने वाली पीढिय़ों का इस ओर रूझान बढ़ेगा। उन्होंने कहा कि खेलों से न सिर्फ व्यक्तित्व का विकास होता है, बल्कि दो देशों में निकटता का भी जरिया खेल बखूबी बन सकते हैं। उन्होंने कहा कि प्रदेश की धरा में वो ताकत है जो हर क्षेत्र में मिली चुनौती को स्वीकार करते हुए जीत हासिल करने का जज्बा रखती है। कैथल की ममता सौदा ने एवरेस्ट चोटी पर विजय पताका फहराकर इतिहास में नया अध्याय जोडऩे का काम किया है। इसी प्रकार प्रदेश का हर खिलाड़ी प्रेरणा और अनुकरण के नए अध्याय जोडऩे की क्षमता और दक्षता रखता है। जरूरत भी इस बात की है कि जज्बे का कार्यरूप में परिणत करने के लिए मार्गदर्शन मिले।

Scientists Develop a Martian Airplane
Given the large number of signs pointing to the existence of life on the Red Planet, it stands to reason that exploring it even further is the way to go. Experts believe that future studies will be carried out from airplanes.
Thus far, Mars has been investigated using landers, rovers and orbiters, and all of these instruments have brought their priceless contribution to the growing database of Martian information we now have.
But the tantalizing evidences of past liquid water on the face of the planet merit a closer inspection, from inside the atmosphere, and above ground levels. This is where Martian airplanes come in.
Experts at the NASA Langley Research Center, in Hampton, Virginia, have been developing the ARES rocket-powered robotic airplane for Mars, under the guidance of atmospheric scientist Joel Levine.
The expert believes that such a platform would do a wonderful job at exploring the Red Planet, and also in shedding some light on some of its many mysteries, Space reports.
According to the expert, the main goal of such a prospective mission would be to collect visual images and remote sensing data of huge swaths of land, perhaps covering hundreds of miles in length.
Flights could be carried out at an altitude of about 1.6 kilometers, or 1 mile, and could cover swaths of land similar to those imaged by the HiRISE instrument on the Mars Reconnaissance Orbiter (MRO).
“A powered airplane flying a mile above the surface can obtain measurements over inaccessible parts of Mars and collect a whole bunch of data that no rover can collect,” Levine argues.
An added advantage would be that the close proximity to the ground would still allow the airplanes ot collect chemical sensing data, as well as very detailed images. Orbiters cannot do this.
The Aerial Regional-Scale Environmental Surveyor (ARES)will be proposed during the next NASA Mars mission solicitation. A team of 250 experts is working on developing the airplane, and a model has already been built.
“There are some very interesting things in the southern hemisphere. There are regions of very high crustal magnetism, whose origin no one understands,” Levine says of the possible applications for ARES.
“By studying crustal magnetism, we can learn whether it will shield the surface of Mars from high-energy solar wind particles. This will help us learn more about radiation that humans on the surface will experience,” he adds.
Scientists working on ARES already know what to do when the next NASA decision comes. Their mission has already been proposed in 2002, but the Phoenix Mars Lander was chosen instead.

Blogger is now asking users for suggestions and ideas on how to make the service better, after the first such campaign proved quite successful.
Google is not lacking in people with great visions for products, but that doesn't mean that it can't use some help from the users, the ones that are bound to know the best what works and what doesn't, and what they need the most.
"A little over a year ago, we asked all of you to speak your mind and let us know what we could do to make Blogger better," Blogger's Brett Wiltshire wrote.
"Two thousand ideas and seventy-five thousand votes later, we had quite the laundry list of feature requests and feedback to dig through," he added.
"Just as we did last year, we’re asking for your input on our Product Ideas page. As always, our ears are open to your feedback and your input has been invaluable over the years in helping us figure out where to put our time and energy," he announced.
Users can add anything from specific features they'd like to see in Blogger, to improvements and changes, to more general suggestions about the service.
Last year's campaign proved quite fruitful and many of the new features introduced this year are the result of user suggestions.
The snazzy new template designer which makes it easier for anyone to create a custom theme for their blog was one such suggestion.
The spam filter for comments, arguably a crucial feature, was also a popular idea that a lot of Blogger users requested.
The integrated statistics feature is another example. The Stats page is a sort of built-in streamlined Analytics for Blogger. It enables users to keep track of their visitors and see which posts are the most popular. The stats tool has been expanded to other products.
The list goes on with the improved Post Editor, Jump Breaks and many others. Blogger is now running another suggestions campaign to, hopefully, reiterate last year's success.

Bit.ly Raises $10 Million, Still Growing After Twitter Dropped ItBit.ly, the largest URL shortener on the web, has announced that it closed a series B round of funding totaling $10 million. The round was led by RRE Ventures and AOL Ventures as well as existing investors contributed. Eric Wiesen, General Partner at RRE, will be joining the bit.ly board.
"We are excited to announce that bit.ly has completed Series B funding. The Series B was led by RRE Ventures," betworks CEO John Borthwick announced.
"We are also excited that AOL Ventures has joined the round, along with the existing investor group who participated: OATV, Mitch Kapor, Founders Fund, SV Angel, Joshua Stylman, Peter Hershberg, David Shen, and betaworks," he added.
Twitter's move into URL shortening caused many to question bit.ly's future. The service has grown explosively thanks in large part to being the default option on Twitter.com.
However, Twitter rolled out its own URL shortener, arguably not a direct competitor to bit.ly, with a lighter feature-set. Despite this, the service has continued to grow, which might explain the investors' trust in the company.
Bit.ly only raised $5 million since launching two years ago. While the company achieved scale relatively fast, it grew along with Twitter during the microblogging's most fruitful times, in spring last year, revenue came later.
For now, bit.ly offers pro accounts to about 4,000 companies and individuals, which it bills for $1,000 per month. Note that not all companies pay for the service since they were part of the beta test. Still, it adds up to a nice sum for the service and should cover at least operational costs.
But the company is looking to cash in on its most valuable asset, the data that comes from the hundreds of millions of links it decodes each day. In total, bit.ly says, 40.6 billion links have been decoded this year and the number is still seeing healthy growth.
The new round of funding will help the company build a business around all this data. One project that bit.ly is said to be working on along with the New York Times is news.me which will surface the most popular stories based on what users are sharing in real-time. Google is experimenting with a somewhat similar project.

President Barack Obama's administration notified Congress on Tuesday that it planned to begin free trade talks with Malaysia as part of a broader trade initiative in the Asia-Pacific region.
The move came as Malaysia also kicked off free-trade talks with the European Union, a chief U.S. export rival in the fast-growing Asian Pacific region, and as a new poll showed a majority of Americans were wary of trade pacts."On behalf of the president, I am pleased to inform the Congress that we intend to include Malaysia in the ongoing negotiations on the Trans-Pacific Partnership (TPP) Agreement," U.S. Trade Representative Ron Kirk said in a letter to House of Representatives Speaker Nancy Pelosi.
The United States and seven other countries in the Asia Pacific region launched formal negotiations on the proposed TPP earlier this year.
The group also includes Australia, Brunei, Chile, New Zealand, Peru, Singapore and Vietnam. The third round of negotiations are taking place this week in Brunei.
This would be the second time the United States tried to negotiate a free trade deal with Malaysia. The first effort several years ago ended in failure because of that country's unwillingness to open its market in certain sectors.
"Malaysia, which is engaged in extensive domestic economic reform, has assured us that it is now prepared to conclude a high-standard agreement," Kirk said in the letter to Pelosi and an identical one to the Senate.
Kirk said including Malaysia in the proposed TPP would create significant new export opportunities for U.S. manufacturers, service suppliers and farmers.
U.S. goods and services exports to Malaysia totaled $10 billion last year, including $700 million in farm goods.
RISING PUBLIC CONCERN
The announcement, which had been expected for some time, came the same day that the EU launched free trade talks with Malaysia, and one day before the EU will sign a free trade pact with longtime U.S. ally South Korea.
Europe's aggressive pursuit of free-trade agreements has raised concern in the U.S. business community that they could be put at a competitive disadvantage in global markets if Washington does not move quickly to catch up.
Business groups are especially frustrated that Congress still has not approved a U.S.-South Korea free-trade pact signed three years ago.
However, many Americans have become hostile to free-trade agreements, which Obama's predecessor, George W. Bush, made a hallmark of his administration.
In a new Wall Street Journal/NBC News poll, 53 percent said free trade agreements have hurt the United States, up from 46 percent three years ago and 32 percent in 1999.
While there is no formal deadline for completing the talks, supporters hope for a deal by the time that Obama hosts the annual APEC leaders summit in Hawaii in November 2011.

Launching an attack on the 21-month-old National Conference-Congress coalition government, BJP legislature party leader Chaman Lal Gupta Tuesday in a statement said that the state government was responsible for the mess in which Kashmir sees itself today.
Gupta wondered how the 'situation that was a mere law and order problem in Kashmir was being blamed on the security forces'.
'It is the incompetence of the chief minister who, instead of tackling the situation, started blaming the army and other wings of the security forces for the situation.'
'It is really unfortunate,' Gupta said and also regretted the loss of life and property in the valley over the past four months.
The valley has seen 109 civilian deaths, mostly in firing by security forces, during street clashes that began June 11 after renewed unrest surged.

Musharraf rallies supporters in Britain

London, Oct 3 (DPA) Former Pakistani president Pervez Musharraf rallied supporters Saturday in the British city of Birmingham, saying he wants to end his London exile and begin efforts to return to power in Pakistan, the BBC reported.
Musharraf, who ruled the country for nine years, Friday launched a new political party, the All Pakistan Muslim League, asking the nation to forgive him for past mistakes.
He said though it was unclear when elections would take place, he would return to Pakistan for them. He has previously said he fears assassination if he returns.
'Now, I need to create an environment before I go there and that is what I am trying to do,' he said.
Hundreds of other Pakistanis gathered outside the rally to protest Musharraf for his pro-America policies.
The 67-year-old army general who has been living in self-exile since 2008, when he was forced to quit power following democratic elections.
The launch came as political tensions are rising in Pakistan. The democratically elected government of President Asif Ali Zardari is facing criticism for its poor handling of the relief efforts for over 20 million people affected by the country's recent flood disaster.

The sensors would help to automatically boost or lower the speaker volume depending on how closely the phone is clamped to the ear.
That picture is then compared with standard earprints to work out how far from the user's eardrum the earpiece is.
Post-comparison, the information is used to boost or reduce the volume of the sound produced by the in-phone audio processing circuit - also taking into account the level of background noise entering the phone's mic.
"This compensates for acoustic leakage between the user's ear and the earpiece," Chen wrote in the patent. (ANI)

Mumbai, Oct 2 (IANS) The Khadi and Village Industries Commission (KVIC) is finalising a project to introduce solar 'charkhas' (spinning wheels) across the country and produce 'green clothes', a top official said here Saturday.
'This is an ambitious project and the product spun from the solar 'charkhas' would be marketed as 'green cloth' in India and abroad,' Joshi said.
Khadi is essentially hand-spun, hand-woven cloth and will now have technological help to assist the production with solar power, Joshi explained.
The project involves introduction of 100,000 such 'charkhas', each costing around Rs.20,000, every year.
Generally one spins the 'charkha' wheel with the hand. In the new model, there would be solar panels, which would draw solar power. The solar panels are connected to a battery, which stores power.
KVIC chief executive officer J.S. Mishra said once implemented, the solar 'charkhas' would help not only to spin effortlessly but the spinners can also earn double their present earnings, from Rs.60 per day to Rs.150 per day.
This is the second major technological innovation by the KVIC in the past couple of years.

"In a court case, there is bound to be one side on the losing side and after this verdict by the High Court, the option of approaching the Supreme Court or making an effort to resolve the issue through mutual understanding is still open and in this backdrop such statements are unnecessary," he said.
Noted Shia leader and member of the AIMPLB, Hamidul Hasan refused to comment on Yadav''s statement, but appeal to everyone to desist from issuing statements which could hurt unity and peace of the country. Maulana Mohammad Mushtaq of the All India Sunni Board asserted that none of the Muslim leaders have said anything adverse on the verdict.
"It is the time to ensure peace and communal harmony and an appeal in this regard was also made after the Firday prayers to not politicise the issue", Mohammad Mushtaq added. The SP chief had yesterday said he was disappointed by the Ayodhya title suits verdict as he felt faith was given "priority" over legal procedures.

He told PTI that it was heartening that "no one has so far shown immaturity.not even the Sangh Parivar and there should be restraint from now on to ensure that nothing is done which could give strength to fundamentalist forces."
